Forums don't just grow when watered. I suggest some outside advertising to increase traffic.

I've placed an ad on Craig's List to try and recruit ppl in our community to come check this forum out. Little things like that, or even posting a flyer or 2 on a door will generate more users. Forums can go stale and die fairly easily when not constantly infused with fresh new chatty ppl.
